Summary
P0134 means the upstream O2 sensor on Bank 1 shows no voltage activity — it's not switching between lean and rich at all. The sensor is either completely dead (50%), has a failed heater keeping it below operating temperature (20%), or has a wiring open circuit (20%). This is different from P0131/P0132 (stuck at one voltage) — P0134 indicates zero meaningful signal. Replace the sensor: $25–$120 part, 20–30 min.
Severity: Moderate — fuel control defaults to open-loop
Safe to drive: Yes, short distances
Repair cost: $25–$200 depending on cause
DIY difficulty: Moderate
What does P0134 mean?
The PCM expects the Bank 1 upstream O2 sensor to start producing voltage activity within a certain time after engine start (typically 30–90 seconds with the heater working). P0134 sets when the sensor shows no switching, no voltage change, or remains at a fixed mid-range voltage (around 0.45V — the sensor's unpowered default).
No activity means the sensor element isn't generating a signal in response to exhaust gas composition. This is a complete sensor failure or a circuit that's preventing the signal from reaching the PCM.
